Zachary Morganstein, MPH is a specialist in clinical emergency management and systems-level response, dedicated to building highly resilient healthcare environments.

With extensive leadership experience in emergency medical services, clinical operations coordination, and disaster response planning, Zachary specializes in ensuring operational continuity, regulatory compliance, and community safety during critical health events. 

For his summer consulting project, which students start between the first and second year of the EMPH program and then finish by the end of fall quarter, Zachary partnered with classmate Sarah Hakakha to work alongside UCLA Emergency Medical Services (EMS) on a comparative analysis of collegiate EMS Organizations in order to identify best practices across organizations and deliver actionable quality improvement recommendations.

In the second year of the EMPH program, all students participate in the EMPH Sinaiko Business Plan Competition. For his business plan project, Zachary teamed up once again with Sarah Hakakha, this time to propose LA Smiles Mobile Dental Clinic, a mobile dental unit that would deliver free, preventive dental care, including cleanings, x-rays, and referrals for advanced treatment, directly to LA County’s homeless population.

Zachary joined the EMPH program with an M.S. in Emergency Management from John Jay College (CUNY) and a B.A. in Emergency Preparedness, Homeland Security, and Cybersecurity from the University of Albany.
